I’m Doug Cowan , the founder of this law firm, and except for 4 ½ years back in the ‘70’s, when I was the Prosecuting Attorney for the City of Bellevue, I have been defending DUIs for 39 years. I literally wrote the book on how to defend DUIs in this state, “Defending DUIs in Washington” a textbook for other lawyers who defend these difficult and complex cases.

In 1995, along with eleven lawyers from around the country, I founded the National College for DUI Defense, which is presented each year at Harvard Law School, and I’ve lectured in 19 states to other lawyers on how to defend DUI cases. What I’ve learned over that time is that there is no such thing as a DUI case that can’t be won.

I firmly believe that if you bring to the courtroom the ironclad will to win, coupled with a commitment to know more about the case and the science involved in DUIs than anyone else in the courtroom, success will follow. Coming to a State Law Near You.
The 2008 Legislative session has come and gone, and while there were several proposed pieces of legislation that came through (including road blocks, license plates and radical changes to the deferred prosecution statute) the only one which made it into law is the implementation of the Ignition Interlock License (IIL). In a nutshell, this new law will permit someone to forego a DOL hearing and likely suspension by placing an Ignition Interlock in their car.
